For the Brownie Layer:

1 cup unsalted butter (2 sticks)

2 cups granulated sugar

4 large eggs

1 teaspoon vanilla extract

1 cup all-purpose flour

1 cup unsweetened cocoa powder

1/2 teaspoon salt

1/2 teaspoon baking powder

1 cup semi-sweet chocolate chips

For the Cookie Dough Layer:

1/2 cup unsalted butter (1 stick), softened

1/2 cup brown sugar

1/4 cup granulated sugar

1 teaspoon vanilla extract

1 cup all-purpose flour (heat-treated)

1/4 teaspoon salt

1/2 cup mini chocolate chips

10 Oreo cookies, chopped into pieces

Topping:

8-10 Oreos, whole or coarsely chopped

Optional: drizzle of melted chocolate for garnish

To heat-treat flour, spread it out on a baking sheet and bake at 350°F (175°C) for 5-10 minutes, then let it cool.

Instructions
 

Prepare the Brownie Layer:

    - Preheat your oven to 350°F (175°C) and grease a 9x13-inch baking pan or line it with parchment paper.

      - In a large saucepan, melt the 1 cup of butter over medium heat. Remove from heat and stir in the sugar until well combined.

        - Add the eggs one at a time, stirring well after each addition. Stir in the vanilla extract.

          - In a separate bowl, whisk together the flour, cocoa powder, salt, and baking powder. Gradually add the dry ingredients to the wet mixture, stirring until just combined.

            - Fold in the semi-sweet chocolate chips and pour the brownie batter into the prepared baking pan, spreading it evenly.

              Prepare the Cookie Dough Layer:

                - In a mixing bowl, cream together the softened butter, brown sugar, and granulated sugar until fluffy.

                  - Stir in the vanilla extract. Gradually add the heat-treated flour and salt, mixing until completely combined.

                    - Fold in the mini chocolate chips and chopped Oreos. This cookie dough mixture will be thick.

                      - Carefully spread the cookie dough layer over the brownie layer, using your hands or a spatula to press it down gently.

                        Add the Toppings:

                          - If desired, place the whole or chopped Oreos on top of the cookie dough layer, pressing them down slightly.

                            - Bake in the preheated oven for 30-35 minutes, or until a toothpick inserted into the center comes out with a few moist crumbs (not wet batter).

                              Cool and Serve:
